2023 Certified Public Accountant Certification Limits Determined
The Communiqué No. 46 of the Certified Public Accountant and Sworn Certified Public Accountant Law was published in the Official Gazette No. 32059 (2nd Repeated) dated December 30, 2022.
The sworn certified public accountant certification limits determined in this Communiqué are listed below:
1) Maximum VAT Refund Amounts for Taxpayers Without a Timely Prepared Full Certification Agreement
For taxpayers who do not have a timely prepared certification agreement regarding the certification of annual income or corporate tax returns and their annexes (full certification) with a sworn certified public accountant, the maximum VAT refund amounts they can receive, based on the sworn certified public accountant certification report, as per the VAT General Application Communiqué, are as follows:
a) For VAT refund transactions related to deliveries and services subject to the reduced rate, the maximum limit is 2,600,000 TL.
b) For VAT refund transactions related to sales to non-residents in Turkey and sales of goods accompanying passengers, the maximum limit is 350,000 TL (This limit will apply even if a timely prepared full certification agreement exists).
c) For other VAT refund transactions that can be obtained based on the sworn certified public accountant certification report, as per the VAT General Application Communiqué, the maximum limit is 1,300,000 TL.
2) Amounts for Other Limits
a) The limit for transactions related to the exemption of gains from the sale of real estate and participation shares, as per Article 5, paragraph 1, item (e) of the Corporate Tax Law No. 5520, is 663,000 TL.
b) The limit for investment discount transactions regulated in the Communiqué No. 5 of the Certified Public Accountant and Sworn Certified Public Accountant Law is 1,508,000 TL.
c) There is no requirement for cross-examination for documents not exceeding 65,000 TL excluding VAT. However, if the total purchases of goods and services made by a taxpayer in one month exceed 195,000 TL, cross-examination is mandatory.
