About PhD Student Support Provided to Entrepreneurs Operating in Technopolis

In the regulation made in Article 8 of the Law No. 4691 with the Law No. 7263, it has been stipulated that support can be provided within the framework of the conditions determined by the Ministry within the framework of the conditions determined by the regulation, limited to the appropriation to be placed in the budget of the Ministry of Industry and Technology for two years for the doctoral student R&D personnel employed by the companies located in the Technology Development Zones.

Pursuant to the authorization granted by the Law to the Ministry of Industry and Technology, the conditions for this support are set out in the Technology Development Zones Implementation Regulation as follows.

1. The monthly gross amount of the minimum wage applied for that year to the doctoral student R&D personnel employed for the first time after 3/2/2021 (inclusive) by the companies in the Technology Development Zones may be covered by the Ministry for two years, limited to the appropriation to be placed in the budget of the Ministry.
2. The monthly base salary paid to PhD student R&D personnel employed by the company that can benefit from this support cannot be less than one and a half times the gross minimum wage.
3. The support per company is limited to a maximum of two PhD students enrolled in the PhD program of universities. In order for companies to benefit from this support, the doctoral student they employ must not receive support from another public institution.
4. In order for the company to benefit from this support, the doctoral student to be employed must be enrolled in the doctoral program of universities in Turkey, have completed the course period and passed the thesis stage.
5. Technology development zone management companies are obliged to follow up and notify the Ministry of the issues related to the recruitment, termination, graduation from the doctoral program and termination of the personnel employed in the companies within the scope of this support.
6. Companies that will benefit from this support notify their requests to the Zone management company. The zone management company evaluates whether the request is appropriate or not in terms of compliance with the legislation. In this context, it submits the application it deems appropriate and the report showing that the conditions in this article are met to the Ministry via the portal until the end of the month following the request of the relevant company. The management company cannot refuse to accept the applications of the zone companies and cannot evaluate the applications in terms of appropriateness. The minimum information required in the report to be prepared within the scope of this support and other relevant issues shall be determined by the Ministry.
7. Payments to be made to the company regarding this support shall be made by the Ministry until the end of the third month following the date of submission of the report, according to the calculation to be made by taking into account the number of reported insurance premium days of the relevant month for the personnel covered by the support.
8. Personnel employed in technology development zone management companies are excluded from the scope of this support.
