Amendment on Time Spent Outside Technology Development Zones and R&D and Design Centers
In the Official Gazette No. 32130, dated 12.03.2023, the Law No. 7440 on the Restructuring of Certain Receivables and Amendments to Certain Laws was published. The amendments are summarized below:
1. In Article 18, the phrase “in regional and/or sectoral areas at seventy-five percent” in the third paragraph of the temporary Article 2 of the Technology Development Zones Law No. 4691 has been changed to “in regional and/or sectoral areas or by professional groups at one hundred percent.”
2. In Article 22, the phrase “in regional and/or sectoral areas at seventy-five percent” in the second paragraph of Article 3 of the Law No. 5746 on the Support of Research, Development, and Design Activities has been changed to “in regional and/or sectoral areas or by professional groups at one hundred percent.”
With these amendments, the President has been authorized to allow personnel working in Technology Development Zones and R&D and Design Centers to spend up to one hundred percent of their time outside the region and centers to benefit from incentives. Currently, the percentage is applied at seventy-five percent, but with the use of this authority granted to the President, personnel within the incentive scope will be able to spend up to one hundred percent of their work outside the region and centers.
