Amendment Made to the Definition of Small and Medium-Sized Businesses (SMEs)
Pursuant to Presidential Decree No. 32979, published in the Official Gazette on 07.08.2025, the “Regulation Amending the Regulation on Small and Medium-Sized Enterprises” has been put into effect.
According to the Decree, the upper limit for the “annual net sales revenue or financial balance sheet” — which forms the basis for the definition and classification of SMEs — has been redefined:
-In Article 4, paragraph one, subparagraph (b) of the relevant Regulation, which defines SMEs, the phrase “enterprises with fewer than 250 employees and with either annual net sales revenue or financial balance sheet not exceeding five hundred million Turkish Lira” has been amended by replacing “five hundred million Turkish Lira” with “one billion Turkish Lira.”
-Similarly, in Article 5, paragraph one, subparagraph (c) of the same Regulation, which defines medium-sized enterprises as “enterprises with fewer than 250 employees and with either annual net sales revenue or financial balance sheet not exceeding five hundred million Turkish Lira,” the phrase “five hundred million Turkish Lira” has also been amended to “one billion Turkish Lira.”
Accordingly, the updated SME criteria are as follows:

Micro Business | 1 – 9 | Up to 10 million TL |
Small Business | 10 – 49 | Up to 100 million TL |
Medium-sized Business | 50 – 249 | Up to 1 billion TL |
